






Review design documentation, perform quantity take-offs (QTO), and prepare preliminary and detailed cost estimates for project tender packages.
Appraise unit rates, material types, equipment specifications, and construction methods proposed by contractors and consultants to optimize Total Investment Cost (TIC).
Monitor expenditures against the approved budget, analyze cost variances, and propose timely corrective actions
Contract Management and Procurement:
Define tender packages and identify potential contractors suitable for the project.
Prepare Invitation to Bid (ITB) documents, establish evaluation criteria, and coordinate with internal departments/external organizations to conduct the tendering process.
Participate in interviews and contract negotiations; draft and manage the project’s contract system and addenda.
Ensure the legal integrity of tender documents and verify that contract terms provide maximum protection for the Developer’s interests.
Advise the Board of General Directors on awarding contracts based on cost optimization and technical capability.
Finalize various contracts (construction, procurement, consultancy, etc.) and verify all supporting documents including appendices, insurance policies, and bank guarantees.
Payment and Final Accounts:
Review quality and quantity dossiers to verify actual work progress as the basis for advances and interim payments.
Evaluate variations (VO) and additional works compared to the original contract; propose approval and cost-handling strategies.
Execute final accounts for tender packages, reconcile liabilities, and complete project financial archives.
Coordination and Reporting:
Prepare periodic reports on disbursement status, cost control, and budget efficiency.
Liaise with Project Management Units (PMU), Finance & Accounting, and other departments to resolve technical and financial issues.
Develop monthly, quarterly, and annual payment plans for the company's active projects.
Perform other professional duties as assigned by direct management.
Proficient in quantity surveying (QS), cost estimation, budget control, and Contract & Commercial (C&C) management based on performance indicators.
Thorough understanding of construction laws, procurement regulations, and current investment cost management standards to draft tight contract terms and accurately appraise payment/settlement dossiers.
Strong negotiation skills and risk management mindset to optimize supplier rates and handle variation costs effectively.
